The bootloader builds this in physical memory and passes the address via KernelArgs::modules_base.

Write the complete fixed table. All checks precede the first write. Bytes beyond MODULE_TABLE_SIZE, including allocation padding, are untouched.

Validate the fixed table before forming a slice of initialized entries. A shortened header-plus-count representation is not this ABI’s format.
