Global scheduler state : cold path: fork, exit, wake, block.
Lock order: acquire GLOBAL_SCHED_STATE before LOCAL_SCHEDULERS[n]
when both are needed. Never hold a LOCAL lock and then block-acquire GLOBAL.
When both GLOBAL_SCHED_STATE and SCHED_IDENTITY are needed, always take
GLOBAL_SCHED_STATE first, then SCHED_IDENTITY. Paths that reversed this
order deadlocked with kill_task / try_reap_child_locked during shutdown.
