Configure scheduler class pick/steal order at runtime.

§Lock order

GLOBAL (rank 1) → LOCAL[cpu] (rank 4), sequentially for each CPU. No BLOCKED or IDENTITY locks needed. IPIs are sent after all locks are released.

§Contention note

GLOBAL is held while iterating all LOCALs. This blocks cold-path operations (fork, exit, wake) on other CPUs for the duration. Acceptable since class table reconfiguration is infrequent. Hot-path try_lock on GLOBAL (e.g., steal_task_local) will skip rather than block.
