pub fn process_deferred_work() -> bool

Process deferred work items for the current CPU.

Called from safe contexts: finish_switch, finish_interrupt_switch, idle loop entry, etc. Drains the pending bitmask and executes each work item with interrupts potentially re-enabled.

Returns true if any work was processed.
