Send the reschedule IPI to the CURRENT CPU.
Used by timer IRQ handlers that must not switch context from inside an
extern "x86-interrupt" frame (Ring-3-origin timer ticks): the IPI
handler owns its own full context-save frame, so the preemption is done
there instead, and the timer frame simply unwinds with iretq.
